mkhybrid is a pre-mastering utility that creates ISO9660/ROCKRIDGE/JOLIET/HFS filesystem + RockRidge extentions - it takes a snapshot of a given directory tree, and generates a binary image which will correspond to an iso9660 filesystem when written to a block device. You will have to use some other CD-R package to write the image to a CD.
